Terms of Service

These terms apply to all rides booked with Capitol Blackline, operated by Limousine Service INC.

Bookings. A request through our website is not a confirmed reservation. Your ride is confirmed once we reply with your price and confirmation by text or email.

Vehicles. We provide an Escalade or similar luxury vehicle. Some rides may be fulfilled by licensed, insured partner chauffeurs who meet our standards.

Cancellations. One-way and airport rides can be cancelled free of charge up to 24 hours before pickup. Hourly bookings can be cancelled free up to 48 hours before, and Signature Service up to 72 hours before. Later cancellations and no-shows are charged in full.

Wait time. Airport pickups include 60 minutes of free wait time after landing for domestic flights and 90 minutes for international flights. Other pickups include 15 minutes. After that, wait time is billed at the hourly rate in 15-minute increments.

Hourly service. Hourly bookings have a minimum of 3 hours. Extra time is billed in 15-minute increments.

Gratuity and fees. A 20% gratuity is added unless your quote says otherwise. Tolls, parking and airport fees are billed at cost.

Conduct and damage. Smoking and illegal substances are not allowed. Damage to the vehicle or excessive cleaning will be charged at cost, with a minimum of $250.

Child seats. Please request them when you book. Passengers are responsible for following Virginia, Maryland and DC child-seat laws.

On-Time Promise. If your chauffeur arrives after your scheduled pickup time because of our error, that ride is free. This does not apply to delays caused by severe weather, road closures, security events or incorrect details given at booking.

Liability. We are not responsible for delays outside our control, or for items left in the vehicle. Our liability is limited to the price of the ride.

Governing law. These terms are governed by the laws of the State of Maryland.
